Municipal Best Practices: Affordable Rental Housing Preservation in Chicago's Suburbs

Preservation of affordable and workforce housing in the suburbs is an important part of The Preservation Compact. In response to unique challenges in suburban Cook County and beyond, municipal leaders throughout the greater Chicagoland area are exploring innovative solutions to preserving housing, including the redevelopment of existing properties and public/private partnerships that help to bring more tools, expertise and resources to these initiatives. Come join us for an in-depth look at current challenges, best practices and creative approaches to affordable and workforce housing.

Presentations

Gene Morena, Chicago Rehab Network; Marc Smith, DePaul Center for Real Estate; and Mary Vasys, Vasys Consulting Ltd. and Chair of the ULI Chicago Preservation Compact Committee presented on the scope and substance of The Preservation Compact to the City of Chicago's Department of Housing Five Year Plan Meeting on April 22.

Stacie Young, DePaul Center for Real Estate and Kate Walz, Shriver Center discussed the work of the Interagency Council and Rental Housing Alliance activities in a panel discussion on April 29. The audience was potential MacArthur Foundation grantees seeking to emulate the work of The Preservation Compact across the country.

Staff from the Center for Neighborhood Technology and Community Investment Corporation spoke about the Cook County Energy Savers Program at the Chicago Apartment Association Expo on April 9 and as part of an Earth Day Event on May 4 in conjunction with the Evanston Climate Action Plan.

Marc Smith and Judy Levey, ULI Chicago, talked about The Preservation Compact at the annual conference of the Illinois Association of Agencies and Community Organizations for Migrant Advocacy's spring conference in Springfield on May 8.

HUD Secretary Recognizes Hilliard Homes with 2007 Award for Excellence

Hilliard Homes was selected for the tenth National Trust/ HUD Secretary's Award for Excellence in Historic Preservation. Holsten Real Estate Development Corporation served as the main developer for the $99.3 million CHA transformation project. Sources of financing included low income housing tax credits, the CHA's capital fund, and loans from FHA, the City of Chicago, the state of Illinois, and the Federal Home Loan Bank. The restored complex rehabilitated and preserved 654 affordable rental units. Designed by renowned architect Bertrand Goldberg, the complex includes family housing, senior housing, a community building, amphitheater, and landscaping. Hilliard Homes has encouraged the stabilization and reinvigoration of this area of downtown Chicago. Congratulations to Holsten Real Estate Development Corporation on this noteworthy recognition.

Keystone Initiatives Update

Preservation Fund

Chase Bank, The MacArthur Foundation, and LISC have been working with the City of Chicago's Department of Housing to finalize the City's participation in a preservation loan facility, which is expected to go to City Council for approval this summer.

Interagency Council

The Interagency Council, working closely with the Chicago regional HUD office, sent a package of information in March to 100 at-risk HUD properties.

Data Clearinghouse

The Data Clearinghouse is conducting neighborhood surveys to determine the physical condition of multifamily buildings in six neighborhoods in cooperation with neighborhood and student groups.

Energy Savers Program

More than 1,300 rental units have received energy audits and received recommendations for energy-saving improvements and investments.

Rental Housing Alliance

The Rental Housing Alliance has been working closely with the Interagency Council. Together they are identifying common issues they can address together to prevent at-risk properties from being lost.

Assessor's Office

In April, Cook County Assessor Jim Houlihan announced a proposal that would reduce tax assessments on multi-family residential properties.

The Preservation Compact is guided by the Urban Land Institute (ULI) Chicago with support from The John D. and Catherine T. MacArthur Foundation. Its goal is to preserve 75,000 affordable rental homes in Cook County by 2020.

Key organizations involved in the project include the City of Chicago, the Illinois Housing Development Authority (IHDA), the Department of Housing and Urban Development (HUD), Cook County Assessor's Office, Community Investment Corporation (CIC), Local Initiatives Support Corporation/Chicago (LISC/Chicago), Center for Neighborhood Technology, Chicago Rehab Network, Sargent Shriver National Center on Poverty Law, and the Real Estate Center at DePaul University.
